The case for a universal broadcaster remains strong, but its remit, funding and accountability need a new settlement.

The BBC is approaching a decision about its future while cutting the service it is asking the country to preserve. Its public service arm ended the last financial year with cash reserves of £125 million, down from £369 million a year earlier. Management is seeking £500 million of annual savings by 2028 and expects to remove as many as 2,000 posts. Radio programmes, news roles, sports bulletins and opportunities for apprentices are already being reduced.
